Sessions plénières
L’ÉTS dans le contexte du processus de prise de décision, à tous les niveaux des réseaux de la santé, fera l’objet de différents ateliers et de sessions au cours de la conférence. Ces ateliers et sessions permettront aux participants d’échanger sur les meilleures méthodes et procédés dans le domaine de l’ÉTS. Un appel aux conférenciers pour les ateliers et les sessions sera lancé en octobre 2007.

Health governance is about competently directing health system resources, performance, and stakeholder participation towards the goal of saving lives and improving population health. Evidence-informed decision making is essential for good health governance. In this context, HTA has emerged as a powerful tool for supporting effective decision making on different levels of health systems. How does HTA fit in with the authority and responsibilities of decision making on the national, the subnational and local levels in different health systems? What is the appropriate institutional context of HTA to contribute to effective governance and social credibility of decisions? Senior policy makers from Brazil, Mexico, the US and Canada will describe their respective health systems and the current and future role of HTA for effective policy making. The experience from these four very different health systems will provide lessons for HTA supporting good governance world wide. Présentations

New technologies are introduced at an ever increasing rate into health care systems, offering potential benefits to public health while also generally increasing costs. With continued pressures on healthcare budgets, innovative technologies are subject to increasing scrutiny before healthcare decision makers are willing to provide coverage for their use. Decisions for coverage are ideally based on reliable evidence of safety and effectiveness, but generating such evidence may impose expensive, lengthy evidence requirements.
Demands for definite evidence of benefit may be inconsistent with the pace at which technologies are developed, modified, and abandoned. Conditional coverage with evidence development for promising technologies has been explored as a new avenue to avoid “yes” or “no” decisions under uncertainty, while supporting the collection of the evidence needed by patients, clinicians and payers.
The success of this approach to date has been mixed. Leading experts from Europe and North America will discuss concepts, methods and best practice in conditional coverage with evidence development, addressing critical issues in science, policy, financing and operations.

Hospital-based HTA is a rapidly growing field in many countries. This plenary session will address some of the issues facing both HTA practitioners and decision makers at the level of health care organizations. Can HTA principles and tools enhance rationality in decision making regarding adoption and use of health technologies within health care organizations?
Which role hospitalbased HTA can and should play within mature health care systems?
Which links should be established among different levels of the health care systems to maximize the impact of HTA? Is it reasonable/useful to work towards the harmonization of hospital-based HTA practices in order to better share knowledge among countries? Speakers from North America, Europe and Australia will present different perspectives and provide some guidance to this emerging and promising field of application of HTA. Présentations
