This workshop will explore the decision making continuum from pharmaceutical development decisions through to coverage and decisions about how best to use the treatment in practice.
The objectives are as follows:
• To illustrate how uncertainty is progressively reduced by selecting out less viable treatments based on HTA;
• To explore the factors contributing to uncertainty and how these can be dealt with in decision making;
• To explore special considerations when making HTA decisions such as orphan diseases;
• To evaluate different methods of handling uncertainty including both analytical and policy methods.

2. BIOMEDCOM SYMPOSIUM MULTI-CRITERIA DECISION ANALYSIS (MCDA) IN HEALTHCARE DECISION MAKING: TOWARDS TRANSPARENT AND QUANTIFIABLE APPROACHES

Multi-Criteria Decision Analysis (MCDA) is an established method that is widely used in various disciplines. This quantifiable approach facilitates decision making by structuring information and allowing scoring of relevant individual components. Comprehensive MCDA approaches have recently been employed to aid decision making in the context of healthcare and are relevant to current debates regarding evidence and healthcare decisions.
This symposium aims to raise awareness of MCDA approaches and to facilitate collaborative work in this area among healthcare stakeholders at the local and international levels. In particular, this symposium will apply this specific method in a relevant area of healthcare planning. Participants will leave this symposium with basic knowledge of MCDA methodology and hands-on experience in application. This exercise should stimulate ideas for application of quantifiable approaches to decision support by participants in their own environments.
The symposium will be structured to give an overview of MCDA methods from theory to context and application in a logical manner, combining short presentations followed by practical exercise, applying this specific method in a relevant context of healthcare planning, in accordance with the conference theme HTA in context.

3. MEDTRONIC SYMPOSIUM DRUG ELUTING STENTS

Health Technology Assessment (HTA) is a useful and recognized instrument that provides valuable information to assist healthcare professionals, providers and payers in the decision making process to ensure the patient access to lifesaving and life-enhancing treatment options.
Drug Eluting Stents (DES) were introduced to the market in 2002-2003 as a novel therapy and gained a swift worldwide acceptance within a 3-year timeframe and recently DES has been the subject of few HTAs internationally. In this symposium, experts from academia, payer community and industry will discuss the perspectives of various stakeholders who are involved in the development, use and assessment of a medical technology with the aim to derive some elements for effectiveness and usefulness of HTA programmes, such as stakeholder involvement.
Experts will review some of the most recent HTA organization (i.e., NICE, PATH) and industry evaluations carried out on DES comparing and contrasting the results. Also the panel will have a brief discussion on EUnetHTA core HTA on DES. Finally, speakers and panel will discuss methodological issues on medical technology evaluations and highlight where these issues has been problematic and/or recognized by the HTA agencies within the DES evaluations.

4. MERCKSERONO SYMPOSIUM PROMOTING EFFECTIVE PATIENT INVOLVEMENT IN HTA

Many governments are emphasizing the need to focus healthcare decision making on patients and involve citizens in healthcare reform. Although some areas of health care research have recognized the value of patients as equal ‘partners’, this is the exception rather than the rule.
Health Technology Assessment (HTA) is meant to study the broader aspects of the implications of health technology diffusion – assessing social, ethical and psychological issues. As these could be labelled ‘citizen/patient issues’ it would seem that patients should be at the heart of HTA. However, the HTA community appears slow to embrace patients and citizens as partners in the HTA process.
The HTAi Interest Group on patient and citizen involvement in HTA is working to raise the profile of patient and citizen involvement in HTA and create practical tools to facilitative involvement. Members of the Interest Group will present new developments in the area and discuss activities for the future, including:
• Effective involvement of patients and citizens in HTA;
• EuropaBio’s Patient Charter;
• Communicating HTA to patients and citizens;
• Patient views on participation in HTA;
• Research methods to elicit patients’ needs and preferences;
• Synthesis of qualitative research for HTA.
