The post-conference workshop will be held at the agence d’évaluation des technologies et des modes d’intervention en santé (AETMIS). The post-conference workshop is restricted to duly-registered HTAi 2008 participants only.

PRAGMATIC TRIALS METHODOLOGY AND POLICY FRAMEWORKS

The workshop will focus on how pragmatic studies can help inform conditional coverage decisions. In the morning session, we will cover (a) the rationale and legal foundation for conditional coverage and related policy frameworks from the perspective of decision making agencies such as NICE in the UK, CMS in the US and others, and (b) the methodological tools for designing pragmatic studies to address decision makers’ questions about the value of medical technologies.

In the afternoon session, we will study “real world” examples of initiatives from selected countries where pragmatic research was launched in response to and/or was used to inform a conditional reimbursement decision by a healthcare authority. We will discuss challenges such as ensuring the research design considers the policy question and outcomes that matter to decision makers (including payers, patients and healthcare professionals) as well as the trade-offs between timeliness, patient access and feasibility of various pragmatic research designs. Practical issues to be explored include:
• obstacles to randomisation when a technology has already diffused in current practice,
• allocation of research cost between private sponsors of a technology and public and
private payers, and
• the necessary processes for research findings to inform policy decisions.
